The Administrative Services Department is a complex mix of divisions that represent a broad spectrum of services to both the citizenry and other operational departments within the City of Costa Mesa. These divisions include Human Resources, Risk Management, Recreation, Information Technology and Telecommunications. The following is a breakdown of the details encompassing each of the divisions.

 

The Human Resources Division provides responsive and timely Human Resources services to City departments to achieve the selection and development of individuals who can provide the highest quality services to the community.

 

The Human Resources Section's recruitment and selection system reflects a strong commitment to equal employment opportunity principles to achieve a work force representative of the community. The Section promotes the development of productive employees through meaningful training and recognition programs and promotional opportunities. The Human Resources Division is committed to maintaining equitable compensation systems reflective of the local labor marketplace and providing effective and responsible administration of negotiated labor agreements through a partnership with the City's four employee associations and City management staff.

 

The Risk Management Section is responsible for the development, administration, and maintenance of programs to protect City assets, property and operational resources; workers' compesation and, administration of employee benefit plans. These programs include:

 

  • Real and Personal Property Protection, including related insurance procurement
  • Civil Liability, including clams administration, loss funding and loss prevention/control
  • Workers Compensation, including claims administration oversight, loss funding, and workplace safety
  • Retirement, health and welfare benefit plans for active and retired employees

 

The Recreation Services Division provides personal, social, economic and environmental benefits for all to enjoy in a quality setting with inherent values beyond the scope of the activity. Major program responsibilities include:

Additional support responsibilities include: Oversight of Joint Use Agreement with NMUSD; Parks, and Recreation Facilities; Parks and Recreation Commission; Senior Center Corporation; and the Community News & Recreation Review quarterly brochure.

 

The Information Technology (IT) Division provides comprehensive data processing support and services to all City departments and agencies in a networked, Client/Server environment. The division plans, coordinates, and directs the City of Costa Mesa's electronic data processing to provide integrated computer services in a distributed, networked environment. The division has three sections:

 

  • Computer Systems Development
  • Computer Operations
  • Central Services

 

The Computer Systems Development Section provides data base administration, comprehensive data processing support and ad hoc programming services in a Client/Server environment for all City departments and agencies. It also provides Webmaster administration for the City's Internet activities.

 

The Computer Operations Section provides hardware/software installation and configuration, "help desk" support for microcomputer peripheral equipment, diagnosis and repair, data reconciliation, report distribution, and data circuitry.

 

Central Services is an integral part of IT; continuing to provide support services to City departments in the areas of mail pick-up, sorting and metering, photocopying, word processing, and graphics/printing.

 

The Telecommunications Division is responsible for the coordination and policy implementation of all telecommunications activities.

 

The Operations Section is responsible for staffing and training personnel to answer 9-1-1 calls and dispatch the appropriate public safety resources, i.e., police, fire, and ambulance to calls for service in the City. Fire mutual aid and automatic aid coordination are also assigned to this division. This division is also responsible for the administration of the Emergency Medical Dispatch Program, and continuing professional training requirements mandated by the Commission on Peace Officer Standards and Training.

 

The Cable Television Section represents expenditures and appropriations for Cable Television activities. These activities provide programming and coordination of video playback for the City's Municipal Access Channel, which includes coverage of City Council, Planning Commission, Parks, Recreation Facilities and Parkway Commission, and Redevelopment Agency meetings; and City events including youth sports. Cable Television provides video production services to various departments and exercises administrative overview of the City's Cable Television Franchise Agreement.

 

The Technical Section is responsible for maintaining the operation of the Dispatch Center, certain radio systems, the installation and repair of public safety/local government equipment, and the City's telephone system administration. The maintenance and installation of data cabling is also handled for local and remote sites.

 

The Emergency Services Section is responsible for keeping the City's Emergency Operations Center (EOC) in a constant 24/7 state of readiness through both internal and external operations. Internal operations include conducting on-going training, drills, tabletops and exercises and ensuring the City's Emergency Operations Plan, Policies and Procedures are in compliance with local, operational area, state and federal laws, rules and regulations. External operations are achieved by coordinating mitigation, preparation, response and recovery efforts with other local, operational area, state and federal levels of government, the private sector and non-government organizations. In times of a major emergency or disaster response, the Emergency Services Section also effects the recovery of expended City funds from State and Federal sources as allowed under the appropriate Emergency Declarations.
