The Public Services Administration Division is responsible for the overall direction and coordination of the Public Services Department, which includes the following three divisions:

 

  • Engineering
  • Transportation Services
  • Maintenance Services

 

In addition, the Administration section is responsible for the implementation of AB 939, Source Reduction and Recycling Program, provides staff support to the Parks and Recreation Commission, and manages the development of Fairview Park.

 

The Engineering Division is responsible for the design, coordination and construction of capital improvement projects located on public property or within the public right-of-way, as well as the procurement of needed right-of-way. This division also reviews conditions and inspects development-related projects to insure that improvements are constructed based on sound engineering principals and in the best interest of the City of Costa Mesa. This Division also monitors the City's implementation and compliance of the National Pollutant Discharge Elimination System (NPDES). The Engineering Division is composed of three sections: Design, Development, and Construction Management.

 

Design and Development is responsible for:

 

  • Review and approval of engineering submittals including improvement plans, specifications, material reports, utility work, engineering estimates, ADA accessibility and off-site National Pollutant Discharge Elimination System (NPDES) requirements;
  • Prepare plans and specification for the construction and maintenance of City right-of-way improvements;
  • Verify the correctness of construction plans, parcel maps and tract maps prepared by private engineers;
  • Coordinate with the Development Services Department to assure that private property is developed in the best interest of the City;
  • Issue all permits within the public right-of-way;
  • Acquire all right-of-way and easements necessary for projects constructed by the various City departments;
  • Manage City-owned property, which is leased or rented;
  • Coordinate and implement the Santa Ana Regional Water Quality Board directives for compliance with the Water Quality Act.

 

Construction Management is responsible for:

 

  • Administration of all construction contracts for capital improvement projects developed by Public Services and other departments;
  • Coordinates project scheduling to ensure proper timing of projects to meet grant deadlines and to avoid conflicts between projects;
  • Review of contractor's license and references, reviewing and verifying insurance and bonding documents and preparing contract agreements for City Council action;
  • Ensuring that all labor laws are complied with, including Federal and State prevailing wage laws, disadvantaged business participation, and equal opportunity employment practices and adherence to all applicable public contract laws;
  • Responsible for project supervision and inspection of all public works construction projects and the enforcement of City regulations applicable to private right-of-way;

 

The Transportation Services Division is responsible for the safe and efficient movement of people, goods and services throughout the community. In addition to addressing traffic circulation needs and issues, this office is also responsible for the safety of pedestrians and bicyclists. This office accomplishes its goals through two distinct efforts:

 

  • Citywide monitoring to identify, manage, and eliminate potentially hazardous traffic conditions and;
  • The application of "scientifically accepted" principles in traffic engineering and transportation planning to improve and maintain the transportation system network to meet current and future needs of the City.

 

The Transportation Services Division is composed of two sections: Traffic Planning, and Traffic Operations.

 

The Traffic Planning Section is responsible for the monitoring of existing traffic conditions; forecasting future traffic demands, conducting investigations and developing remedial measures to improve existing conditions as well as planning to provide adequate transportation infrastructures to meet future traffic demands and system circulation needs to year 2030 and beyond. This Section is involved in the review and mitigation of citywide traffic impacts resulting from private development projects. In addition, the Section is also responsible for the implementation of the Master Plan of Bikeways (MPB), the Master Plan of Highways (MPH), Congestion Management Program (CMP) Transportation Demand Management (TDM) programs, and the Circulation Element of the City's General Plan.

 

The Traffic Operations Section monitors existing traffic conditions and oversees the citywide computerized traffic signal system through signal timing, coordination and progression on major arterials. This section also observes traffic flow via a series of Closed Circuit Television Cameras (CCTV) to adjust signals and manage incidents and events that result in increased traffic congestion. The Traffic Operations section designs and installs new traffic signals, CCTV cameras and other electronic devices as necessary to reduce congestion and enhance driver safety. It further monitors street lighting and maintains other traffic control devices, such as in-roadway warning lights, uninterruptable power supply systems and electronic radar speed feedback signs.

 

The Maintenance Services Division is responsible for the care, maintenance, repair and alteration of the City's municipal facilities, equipment, utilities, parks, parkways and roadways. The Administration section plans, organizes and directs all functions of the division. All capital improvement projects and all major construction involving City municipal facilities is coordinated by this Division including construction efforts to comply with Americans with Disabilities Act (ADA) and State of California Title #24 for City facilities. The Division consists of four sections:

 

  • Streets and Storm Drain Maintenance
  • Traffic Sign and Markings
  • Facilities and Fleet Maintenance
  • Parks and Parkways Maintenance

 

The Streets and Storm Drain Maintenance Section is responsible for the maintenance and repair of approximately 188 miles of streets and for the cleaning and removal of debris in the roadway, 14 miles of alleys, 42 miles of storm drains.

 

The Traffic Signs and Markings Section is responsible for the maintenance of traffic signs, striping, pavements markings and crosswalks. In addition, this section is responsible for the weekly removal of dirt and debris from the traveled way through the street sweeping operations.

 

The Facilities and Fleet Section is responsible for the general maintenance and/or repair of all City-owned buildings and appurtenances, vehicles and equipment, including those leased by outside agencies. The City's twenty-one (21) facilities include all Civic Center buildings, six fire stations, the Corporation yard, Historical Society, Police Substation, Mesa Verde Library, Neighborhood Community Center, Downtown Recreation Center, Costa Mesa Tennis Club and the Balearic Center. The maintenance and repair of these facilities include painting, carpentry, plumbing and electrical, as well as the operation, service and maintenance of the heating, ventilating and air conditioning systems, swimming pool and decorative fountain.

 

This section also serves as an Internal Service Fund established to finance and account for the maintenance, replacement and acquisition of all motorized equipment used by City departments. This section maintains a fleet of over 300 vehicles and equipment. This section purchases, stores and manages all fuel for the City vehicles. The fleet services staff is responsible for the repair and maintenance of all City vehicular equipment, as well as a variety of off-road equipment required by various City departments.

 

The Parks and Parkways Section is responsible for the maintenance of 383 acres of developed and undeveloped parkland, including 29 developed parks, 12 acres of landscaped street medians and approximately 20,000 parkway trees. This section is also responsible for the maintenance of the Volcom Skate Park, The TeWinkle Athletic Field, and the lakes at TeWinkle Park.
