NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held pursuant to subdivision (b) of Government Code section 34458 (effective January 1, 2012) by the Costa Mesa City Council at a Special Meeting, on Monday, February 13, 2012, at 7:00 p.m., in the Council Chambers of City Hall, 77 Fair Drive, to take into consideration the following item:

For consideration of provisions to be included in the drafting of a proposed City Charter that will be submitted to the voters of the City for consideration.

NOTICE IS FURTHER GIVEN that at the above time and place, all interested persons may appear and be heard by the City Council on the above item and that all oral and written communication will be considered.

IF THE AFOREMENTIONED ACTION IS CHALLENGED IN COURT, the challenge may be limited to only those issues raised at the public hearing described in the notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

Notice is hereby given that a public hearing will be conducted by the Costa Mesa City Council to consider the following: Application No.: PA-11-03 Applicant: Kevin Coleman Site Address: 3132 Airway Avenue Zone: MP (Industrial Park) Description: Conditional use permit to install a 40 foot (long) x 40 foot (wide) helipad/helistop on the roof of an existing industrial building. The helistop will be located on a 6’ high platform on the roof of an existing 19’ high building. The proposed helipad has been approved by the Airport Land Use Commission and conditionally approved by the Federal Aviation Administration. Environmental Determination: Exempt. The public hearing by the City Council was continued and will be held as follows:

Costa Mesa Homeless Task Force (Headlines)

The Costa Mesa City Council has established the Costa Mesa Homeless Task Force to examine the homeless population demographics within the City and develop appropriate short term and long term strategies to best serve these individuals. It is estimated that the work of the Task Force will be between 6-9 months.

Public Employee Compensation Report (Headlines)

The City of Costa Mesa has pledged to be one of the most transparent government entities in the United States, believing that its citizens have the right to see how the public’s business is being conducted. As part of this objective, the City began publishing in 2010 a detailed city employee compensation report.

Over the months, the City has received input from the public on how to make the report more reader friendly by creating easier-to-understand categories of pay and benefits, along with a glossary of terms. We’ve incorporated those suggestions in the latest edition of the report.

This information provided by the City of Costa Mesa exceeds what is commonly made available to the public on employee compensation, but we’re always looking to improve. Should you identify an employee compensation report in use in another community that you feel merits our consideration, please send the reference to citymanager@ci.costa-mesa.ca.us

The City of Costa Mesa has 2 Community Gardens managed and operated by the City. The Del Mar Community Garden located at 170 Del Mar Street has 60 parcels that are currently occupied with a 2 year wait list. The Hamilton Community Garden located at 523 Hamilton Street has 42 parcels that are currently occupied with a 2 year wait list. Both gardens have water service, a portable toilet, and a trash dumpster. Garden by-laws and fee information are contained in the following document:

Veterans Memorial Project (Headlines)

Costa Mesa has a Veterans Memorial at Harbor Lawn Memorial Park located on the corner of Harbor and Gisler. This memorial is a fitting tribute to the men and women of our military who have served to preserve our freedom, liberty and pursuit of happiness. Join the hundreds of donors who have proudly purchased personalized bricks, which line the walkway.
Personalized bricks are laser engraved with up to three lines of text. The cost of each personalized brick is $125. The Costa Mesa Community Foundation is spearheading this project and all donations are tax-deductible.
